During the closure of City facilities to the public, the City of Plainview’s Utility Department and Municipal Court provides several different payment options, process for establishing new utility accounts. Remember the City will not be disconnecting customers during this disaster declaration.
Citizens are welcome to use the drive-up window and drop box located the Finance Building (121 W. 7th Street) for water utility bills. Please include your utility bill, account number, address and account customer name for efficient processing.
Municipal Court payment and services are available at the drive-up window located on the west side of City Hall (901 Broadway). The citation and a driver’s license or state ID is required.
There are also two online payment options for citizens – Quick Pay and Account Management. On the City’s website – www.plainviewtx.org – click Online Bill Pay, and choose Utility or Municipal Court.
With the Quick Pay Option, no login is required only the account number and last payment amount.
Account Management requires the user to have an account. If a citizen has already created an online account, it can be accessed with a user name and passcode. Those without an account may create an account with the account number and last payment amount. Account Management provides three options for payment – pay full balance due today, pay full balance at a future date or set up auto draft to automatically pay your monthly bill on a date chosen by the customer.
For citizens needing to establish a new water service account, applications can be by typing Customer Service Agreement in the search box on the front page of the City’s website: www.plainviewtx.org. Print and complete the application including date for services to begin and a correct telephone number. Applications, along with a copy of your photo ID and deposit check or cash should be placed in an envelope to be delivered to the drive thru window or overnight drop box.
