Description:

Sealed proposals addressed to Plainview-Hale County EDA will be received at City of Plainview, 901 Broadway Street, Plainview, Texas 79072 until Thursday, March 1, 2018 at 11 a.m. CDT for Plainview-Hale County Business Park, Phase 1. Work will include construction of Business Park Drive from I-27 Frontage West to Ennis Street, and 1/2 width of Ennis Street from Business Park Drive South to Dimmit Road. Work will also include all related drainage improvements and installation of approximately 4,800 linear feet of 10-inch water line, including all necessary appurtenances, as well as approximately 5,860 linear feet of 12-inch sewer line, including all necessary appurtenances.

Immediately following closing time for receipt of bids, proposals will be publicly opened and read aloud at City Hall. Any bid received after closing time will be returned unopened. Bids will be tabulated and presented to City Council and the Hale County Commissioner’s Court for action at a later date.

A prebid conference will be held Tuesday, February 13, 2018 at City of Plainview, 901 Broadway Street, Plainview, Texas 79072 at 10 a.m. CDT. Attendance by prospective Bidders is not mandatory, but highly encouraged.

 Copies of plans, specifications, and contract documents may be secured at the PSC office, attention: 4222 85th Street, Lubbock Texas, 79423, 806.473.2200, as follows:

1.   Download documents (PDF file extension format) from the PSC Info Exchange web site after registering as a plan holder with issuing PSC office. No cost or deposit is required for this option.

2.   One set of paper copies for a non-refundable deposit of $50.00.

3.   A digital copy (PDF file extension format) upon a non-refundable deposit of $20.00 per each CD.

Deposit shall be Company check or cashiers’ check made payable to Parkhill, Smith & Cooper, Inc.  No partial sets will be issued. Shipping is available for an additional fee.

A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid (for those contracts that exceed $100,000.) A certified check or bank draft payable to City of Plainview or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond.

Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas Department of Agriculture Office of Rural Affairs and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin.

City of Plainview reserves the right to reject any or all bids or to waive any informalities in the bidding.

Bids may be held by City of Plainview for a period not to exceed 30 days from the date of the bid opening for reviewing bids and investigating bidder qualifications prior to the contract award.
